Spilter can be seen as a new internet generation GDSS system  (Group Decision Support System). In the Netherlands, also known as  “group decision rooms”. These types of systems have the unique capability to mobilise the collective intelligence of a group of people and to resolve issues. Since both practical and psychological obstacles are eliminated, noise disappears, creating a basis for objective opinions and equality.

Spilter’s method is simple yet effective. The process consists of four logical steps:

Assessment

The creative thinking phase, an open mind. This first phase is used to gather information, enter into discussions and sound out opinions.

Categorisation

The phase for applying structure. The input given by participants is grouped into relevant categories. For example, the main issues versus minor issues, short-term versus long-term or who is responsible for what.

Prioritisation

This phase is all about setting priorities and creating collective opinions.  What do we think is really important as a group and not only as an individual. The information will be analysed in detail and from a birds-eye view. It will become increasingly clearer what the group thinks about the issue.

Decision Making

The actual endorsement phase: Decisions are made. What are the steps to make as of tomorrow and who will be responsible. All information and decisions made are easy to see at a glance with the help of graphs and reports.
